It looks like WordPress removed the qTranslate-X plugin due to a security flaw. A CSRF vulnerability to be exact.
When will it be back?
Based on this issue and discussion, the qTranslate-X plugin author has already resubmitted the plugin after fixing the security flaw and it will be back online after WordPress.org has reviewed and reactivated the plugin on the repository again.
