Thank you for your post.
The best way of doing this at the moment is going to Settings > Gallery Voting and setting a very high numeric value there for the maximum votes settings. That way you can set something like 99999999... and make it "unlimited".
Let me know if you manage with it.
It seems to work (but only with cookies (not with IP address).
